Set the inert to 1 and make the curve start at 1 and slowly curve down to about 0.7. Also make the raidus' of the bones grow larger as they go down the skirt so there are no gaps in the colliders. That's the best you can do as far as i know. One thing i've never tried is making the leg colliders extra large.
