Well with just 2 characters in turn order there's not much thought to it, just strip magic armor and be within range. If they are melee enemy you don't even need to be in range because they will walk into the range. I don't remember proc'ing twice, like I said I'm guessing there is a 1 turn cooldown so you can't permanently charm them.The historian's dialogue kind of implies maybe he was messing with the same stuff Fane's king was, but its hard to say.
