In terms of fixing it for the character with the issue im not sure.Click Allow an app through Controlled Folder Access, click through, and then +Add an allowed app. Click the plus and select recently blocked apps and from there if Terraria and TerrariaServer.exe was blocked you can add it to the exclusion.
