SLKR should go into Ultimate as soon as 100% or just after JML goes into Ultimate, even if not 100%. The only non-gl counter to SLKR that I've seen is JKR+JKL+Bastila+old ben+Hoda, but you may not have that team comp. I think a two-shot with CLS is possible, but it your GAS needs to be able to take out most if not all enemies excluding SLKR.
