I would like that option, to show all comments, with those most downvoted at the top, with a temporary removal of any limits on showing only comments with upvotes or scores above zero. In other words, an option to show the comments that the astroturfers least wanted others to see first. Let people also set that as their default if they want. 13.POSTS can only be downvoted to 0.
