It can clear adds really well and can also ramp up to do insane boss damage for a primary. The problem with it is that add clear is totally dominated by stuff like warmind cells, salvagers salvo, etc.Destiny 2's Outbreak Perfected is strong, but so much so for boss encounters that Bungie might consider it broken, and nerf it accordingly.
