I did great bedrooms for all the new citizens, 3x3 polished stones with beds, doors, and some of them even have cabinets and chests already. Even then, they didn't claim their spot!It seems that now, overlapping a bedroom + dinning room + office will result in a single room that can't be raised above "Meager" quality. You need to split these three things into different rooms. The chest, cabinet, armor rack, weapon rack, etc need to be distributed across all the rooms.
