Rough rider doesn't work with depleted effects in BL3, it counts as full when working with Zane's Cool, Calm, Collected. If not are there some builds that use it? Rough Rider isn't good for any. I havent yet tested if it works with the action skill start anoint, but with it you might be able to spam so-called "healgasms".
