Take your weapon and start damaing your dino till it has a sliver of health left. Make sure its on neutral and once its about to drop walk it inside the pen.

Even with force feed it's hunger won't change, but constantly gets lower. you need to tame a dino like a dodo and have it attack the troodon and when your tame dies to it, its taming bar will go up.
