Then it immediately starts falling. Some creatures torpor is fast to decrease. So if you apply 5 arrows over 20 minutes, it's totally possible that the bird has only 1 arrow worth of torpor on it.

Yeah, the over-time distribution and stacking of torpor from tranq arrows is why they're better. After some quick testing I took 2 common dino's an argent and a spino and used them for testing the buffs to the tranq darts and the numbers say that it's not worth using them for the cost. For a shock tranq dart it's 630 vs 442. For the tranq spear, you can make 7 tranq arrows which equates to 1,102.5 torpor vs 306 torpor.
